BSR laboratory achieves ISO/IEC 17025:2017 certification – A foundation for quality control of green and sustainable products

In early November 2025, the National Accreditation Bureau (BoA) granted ISO/IEC 17025:2017 certification to the Laboratory under the Quality Management Division (now the Safety and Quality Division) of Binh Son Refining and Petrochemical Joint Stock Company (BSR), with accreditation code VILAS 456 valid through 2030. This international standard for testing and calibration laboratories affirms that BSR fully meets quality management requirements and ensures the reliability of its testing results.

Notably, BSR’s Laboratory first received the VILAS 456 accreditation in 2010 and has continuously maintained and expanded its scope of accreditation through regular evaluations.

According to the accreditation decision, the BSR Laboratory is authorized to conduct 67 test methods in the refining and petrochemical field, covering gasoline, diesel, jet fuel, LPG, crude oil, and more. The scope has been expanded to include new products such as PP resin, biofuels (E10, B5, B10), and Sustainable Aviation Fuel (SAF) - a strategic product line of BSR amid the global trend of emissions reduction.

As the Government advances the roadmap for using E10 bio-gasoline and B5/B10 biodiesel to reduce emissions and protect the environment, and simultaneously promotes research and application of SAF, BSR’s attainment of ISO/IEC 17025:2017 carries special significance.

First, the certification ensures quality control for biofuels and SAF - products requiring strict assessment of chemical composition, oxidative stability, impurities, and safety indicators. With its broad accreditation scope, BSR can fully evaluate these parameters directly at the Dung Quat Refinery.

Furthermore, internationally accredited testing capability enables BSR to meet regulatory requirements while strengthening market confidence during the country’s transition toward green energy and sustainable aviation fuel development.

Mr. Pham Cong Nguyen, Manager of the Safety and Quality Division, emphasized: “ISO/IEC 17025:2017 provides the foundation for BSR to control the quality of biofuels and sustainable fuels, supporting the Government’s strategy for sustainable development and international integration. Achieving this certification helps BSR save costs and time by eliminating the need for external testing; proactively control product quality; meet both regulatory and customer requirements; and enhance credibility and global integration, thereby facilitating exports and expanding technical cooperation.”

To ensure the laboratory management system operates effectively and continuously improves, BSR’s Safety and Quality Division has implemented key initiatives such as training and competency assessment for engineers and analysts. Each year, hundreds of internal training sessions and competency assessments are conducted. In 2025 alone, 1,125 competency assessments and over 100 on-the-job training sessions covering 89 analytical parameters were completed, ensuring personnel mastery of equipment and analytical methods.

Additionally, the Laboratory has actively performed thousands of periodic equipment checks to maintain accuracy and stability. In 2025, a total of 8,099 equipment inspections, calibrations, and maintenance activities were recorded, ensuring full readiness for analysis.

The BSR Laboratory also participates in national and international proficiency testing programs to benchmark performance and enhance result reliability. In 2025, the Division joined 11 proficiency testing rounds involving hundreds of parameters, achieving an excellent Z-score rate (≤ 2). It also organized three inter-laboratory comparison rounds with participation from over 20 laboratories across the country, contributing to method standardization and strengthened analytical capability.

These efforts not only ensure sustained compliance with ISO/IEC 17025 but also enhance technical capacity to meet quality control requirements for new products such as E10, B5, B10, and SAF.
