The Ministry of Public Security and Petrovietnam cooperate to ensure national energy security

On the afternoon of July 27th, in Hanoi, the Ministry of Public Security and the Vietnam National Energy and Industry Corporation (Petrovietnam) held a signing ceremony for a cooperation program on national security protection, ensuring social order and safety to serve the sustainable development of the energy industry sector for the period 2026-2030.

General Luong Tam Quang , Member of the Political Bureau and Minister of Public Security, and Mr. Le Ngoc Son, Chairman of the Board of Directors of Petrovietnam, co-chaired the ceremony and signed the Cooperation Program.

Also attending the ceremony were members of the Central Committee of the Communist Party of Vietnam, Deputy Ministers of Public Security: Senior General Le Quoc Hung, Senior General Le Van Tuyen, Lieutenant General Dang Hong Duc; members of the Board of Directors and the General Directorate of Petrovietnam ; representatives of the leadership of functional units under the Ministry of Public Security and member units of Petrovietnam.

Minister Luong Tam Quang and Chairman of the Board of Members of Petrovietnam Le Ngoc Son signed the Cooperation Program between the Ministry of Public Security and Petrovietnam. Create a comprehensive and seamless coordination mechanism.

According to the report presented at the ceremony, the Coordination Program comprises 7 items, identifies 10 key task groups, and establishes a unified and consistent coordination mechanism between the Ministry of Public Security, Petrovietnam, and its affiliated units.

Both sides focused on researching, assessing, and forecasting situations related to national security, economic security, and energy security; ensuring the security and safety of major projects, important energy infrastructure, and facilities. Simultaneously, they strengthened information exchange, identified risks from geopolitical fluctuations and energy markets; protected internal politics, state secrets, cybersecurity, data security, and proactively responded to non-traditional security threats.

Minister Luong Tam Quang emphasized the particularly important role of energy security in the new era.

The scope of cooperation has been expanded to new areas such as nuclear power, offshore wind power, renewable energy, artificial intelligence, and digital transformation; research, development, and application of dual-use technologies, equipment, materials, and products serving national security and energy sector development.

The program is valid for 5 years. Annually, both sides will evaluate the implementation results, agree on collaborative tasks for the following year; hold a preliminary review after 2.5 years and a final review in 2030.

At the ceremony, Minister Luong Tam Quang and Chairman of the Board of Members of Petrovietnam Le Ngoc Son signed the Cooperation Program in the presence of leaders from both sides.

Chairman of the Board of Members of Petrovietnam, Le Ngoc Son, requested the Ministry of Public Security to guide the Group in vetting partners, assessing risks, and developing security plans right from the investment preparation stage for key projects.

Speaking at the ceremony, Chairman of the Board of Members of Petrovietnam, Le Ngoc Son, said that the Group's operations span inland, offshore, and overseas. "Each oil and gas project on the continental shelf is not only an economic project, but also linked to Vietnam's regular and legitimate civilian presence in the East Sea," Mr. Le Ngoc Son emphasized.

For over 50 years, Petrovietnam has contributed to ensuring the "5 Pillars of Security": Energy security, economic security, national defense security, food security, and social security.

These achievements are the result of the practical support of the People's Public Security Force over many generations.

Entering a new phase, Petrovietnam is expanding its development scope to include nuclear power, offshore wind power, new energy, and digital transformation. As development expands, so does the need for enhanced security and safety, especially in the face of non-traditional security threats, cyberattacks, and intrusions into industrial control systems.
