On March 31, 2025, Binh Son Refining and Petrochemical Joint Stock Company (BSR), which manages and operates the Dung Quat Refinery, officially received ISCC CORSIA and ISCC EU Certifications. These two important certifications acknowledge BSR's commitment to complying with international standards for renewable energy and carbon reduction. BSR is the first and only company in Vietnam (as of now) to be awarded these two certifications simultaneously.

The certification numbers ISCC-CORSIA-Cert-DE100-25074125 and EU-ISCC-Cert-DE100-52074125 were issued by SGS Germany GmbH (headquartered in the Federal Republic of Germany). The certified scope includes the blending, production, storage, and trading of Sustainable Aviation Fuel (SAF). The certifications are valid from March 31, 2025, to March 30, 2026.

Commenting on this achievement, BSR’s General Director, Nguyen Viet Thang, stated: "Being awarded the ISCC CORSIA and ISCC EU certifications not only demonstrates Dung Quat Refinery’s compliance with international standards on renewable energy, energy transition, and greenhouse gas emissions reduction but also opens significant opportunities for BSR to export its petrochemical and refining products to the European Union (EU) market. Additionally, it ensures that the company meets regulatory requirements on greenhouse gas emissions reduction”.

BSR is the first and only company in Vietnam to be awarded both ISCC EU and ISCC CORSIA certifications simultaneously

To obtain ISCC certification for Sustainable Aviation Fuel (SAF) in the scope of blending, production, storage, and trading, BSR has proactively implemented a series of initiatives since early 2024. These efforts included investing in and upgrading infrastructure and equipment to support SAF-related activities, as well as developing a management system aligned with ISCC international standards. This system encompasses leadership commitment, social policy issuance, ISCC handbook development, and the establishment of regulations and procedures for sustainability declarations, ISCC-compliant procurement and sales, inventory management, mass balance calculations, traceability, non-conforming product control, and customer complaint resolution. Additionally, BSR has defined technical regulations, product specifications, and production process standards, ensuring supply chain compliance with ISCC criteria.

Throughout this process, BSR has worked closely with international ISCC experts and undergone rigorous assessments to ensure compliance. Simultaneously, the company has maintained strict adherence to regulations on SAF blending, production, storage, trading, and environmental protection, ensuring that all petroleum products from Dung Quat Refinery meet the highest national and international quality standards.

By obtaining ISCC CORSIA and ISCC EU certifications, BSR will gain significant benefits, particularly in expanding access to international markets, especially the EU market. These certifications qualify BSR to export fuel and petrochemical products to the EU, which enforces some of the world's strictest renewable energy and carbon emission regulations. This ensures that products from Dung Quat Refinery are recognized across Europe and globally.

Furthermore, holding ISCC CORSIA and ISCC EU certifications enhances BSR’s ability to attract investors and strategic partners. The certifications validate BSR's adherence to strict green production standards, facilitating contract negotiations with customers who prioritize sustainability and environmental responsibility. By meeting stringent renewable fuel and low-emission requirements, BSR strengthens its competitiveness against other refineries in the region and globally, creating new business opportunities as countries tighten clean energy regulations.

Achieving these certifications also enables BSR to align with ESG (Environmental, Social, and Governance) standards, a key factor for international investors, while refining its strategy toward sustainable and environmentally friendly development. This milestone positions BSR at the forefront of new carbon reduction policies in the oil and gas sector, marking a crucial step toward long-term sustainability and deeper integration into the global energy supply chain. Moreover, BSR’s certification achievement reinforces Vietnam’s presence in the global market, contributing to double-digit economic growth and ushering in a new era of potential for Vietnam’s refining and petrochemical industry.
