On March 31, 2026, in Quang Ngai, Binh Son Refining and Petrochemical Joint Stock Company (BSR) held a signing ceremony for a cooperation agreement with Ton Duc Thang University, one of Vietnam’s leading higher education institutions known for its strengths in research, innovation, and international integration.

Representing BSR were Mr. Bui Ngoc Duong, Chairman of the Board of Directors; Mr. Khuong Le Thanh, Member of the Board of Directors; Mr. Pham Minh Nghia, Vice President; along with members of the refinery management board, leaders of the BSR Innovation Center, and heads of functional divisions.

From Ton Duc Thang University, attendees included Dr. Dang Ngoc Tung, a member of the University Advisory Council; Assoc. Prof. Dr. Tran Trong Dao, President of the University; Dr. Vo Hoang Duy, Vice President; Prof. Dr. Tran Thanh Hung, former President of the People’s Police University and senior lecturer at the Faculty of Law; along with professors, scientists, and leaders of affiliated units.

As the operator of the Dung Quat Refinery, BSR is a core enterprise of Vietnam’s energy and refining industry. The company currently supplies approximately 30% of the domestic petroleum demand and contributes around 40% of Quang Ngai province’s total budget revenue. Throughout its development, BSR has consistently focused not only on optimizing operations and improving business efficiency but also on training and developing human resources, recognizing this as a decisive factor for sustainable growth.

Ton Duc Thang University is known as one of Vietnam’s most dynamic universities, with a strong orientation toward applied research. Equipped with modern laboratories and a high-quality academic staff, the university has produced numerous internationally published research works. Its training model closely integrates theory with practice, focusing on engineering, technology, automation, artificial intelligence, and industrial management - fields highly aligned with the development needs of the energy and refining sector. The partnership with such a research-capable and globally oriented institution opens up opportunities for BSR to access high-quality human resources and advanced technological solutions.

Speaking at the ceremony, Chairman of the Board of Directors Bui Ngoc Duong emphasized that the operation and management of a modern refinery like Dung Quat is the result of persistent efforts by generations of employees over decades. Throughout its development journey, BSR has always regarded people as its most valuable asset and the decisive factor in ensuring safe and efficient refinery operations. Its workforce has been continuously trained and developed, gradually mastering technologies and maintaining stable operations over many years, thereby contributing significantly to ensuring national petroleum supply.

Entering a “new era” marked by energy transition, emission reduction, and the development of green products, BSR is implementing a series of strategic initiatives, including upgrading and expanding the Dung Quat Refinery, diversifying product portfolios, developing petrochemical and chemical products, new materials, and advancing smart plant operations and governance. These directions require a highly qualified workforce equipped not only with strong expertise but also with innovative thinking, adaptability to new technologies, and global integration capabilities.

Chairman Bui Ngoc Duong affirmed that the cooperation with Ton Duc Thang University will contribute to building an effective training–research–application ecosystem, creating a talent pipeline for key projects, particularly the Dung Quat Refinery Upgrade and Expansion Project. It will also serve as a foundation for both parties to collaborate in research, product development, operational optimization, and enhancing BSR’s competitiveness in the coming period.

For his part, Assoc. Prof. Dr. Tran Trong Dao expressed his appreciation for BSR’s trust and partnership, emphasizing that this is an important opportunity for the university to leverage its strengths in training and applied research. He noted that the university consistently aligns its training programs with industry needs, placing enterprises at the center of curriculum design to ensure graduates are well-prepared for immediate participation in the labor market.

Ton Duc Thang University is ready to collaborate with BSR in developing specialized training programs and welcomes industry-driven “orders” from BSR in areas such as refining and petrochemicals, chemical engineering, automation, and digital transformation. The university will also promote scientific research, technology transfer, and the development of technical solutions directly supporting the operation of the Dung Quat Refinery. It is committed to mobilizing its team of highly qualified lecturers, experts, and scientists, along with its modern facilities, to accompany BSR in its development journey.

The signing of the cooperation agreement between BSR and Ton Duc Thang University marks not only a new milestone in their partnership but also opens up a practical direction for linking education with production, fostering innovation, and developing high-quality human resources for Vietnam’s energy and refining industry.
