BSR holds conference on security and safety measures for Dung Quat Refinery
The conference attracted the attention and participation of Lieutenant General Nguyen Dinh Thuan - Director of the Department of Economic Security (A04) - Ministry of Public Security - along with leaders from various divisions within the Economic Security Department, the Economic Security Department of the Quang Ngai Provincial Police, BSR’s executive leadership, as well as invited delegates and guests.

Overview of the Conference |
In his report at the conference, Mr. Bui Ngoc Duong, Chairman of the Board of Directors of BSR, emphasized that the Dung Quat Refinery is a key national economic project. It plays a pivotal role in promoting the socio-economic development of the Central and Central Highlands regions, particularly Quang Ngai Province, and holds strategic importance in ensuring national energy security. Since the beginning of 2025, the Dung Quat Refinery has operated safely, stably, and continuously, achieving an average capacity utilization rate of 114–116% (based on the CDU unit). In the first quarter of 2025, BSR's production and business performance met and exceeded planned targets, with an estimated output of over 1.8 million tons of products (12% above target), total revenue surpassing VND 32.2 trillion (14% above target), and contributions to the state budget exceeding VND 3.38 trillion (6% above target). These positive results are attributable to the refinery's consistently ensured security and absolute operational safety.

Ensuring absolute security, order, and safety for all operations at the refinery is a critical requirement and remains a core, continuous, and ongoing mission of BSR. The company has implemented a comprehensive set of measures, including the development of systematic procedures, response plans, operational regulations, and internal policies. BSR has also allocated adequate resources in terms of personnel, vehicles, tools, equipment, and technical systems to safeguard the refinery. In addition, BSR has proactively coordinated with relevant authorities such as the Ministry of Public Security, the Quang Ngai Provincial Police, the Quang Ngai Provincial Border Guard Command, and local government agencies to ensure security and order at the Dung Quat Refinery - both on land and at sea. As a result, the security and safety situation at the refinery has remained stable, with no incidents reported.

At the conference, Mr. Nguyen Quang Hung – Head of BSR’s Health, Safety and Environment Department - delivered a presentation providing a comprehensive overview of the security and safety management at the Dung Quat Refinery in recent years, as well as outlining future implementation plans. He emphasized that security and safety remain top priorities for the refinery, particularly with the integration of advanced technologies and digital transformation in safeguarding personnel and assets.
Mr. Dang Minh Tuan - Head of BSR’s Information Technology Department - presented a paper titled “Applying Technological Solutions to Enhance Security and Safety Management”. His presentation highlighted the implementation of cutting-edge technologies to strengthen refinery protection measures and improve the overall effectiveness of security and safety operations.
The PetroVietnam Security Service Corporation (PVS), the unit directly responsible for security operations at the Dung Quat Refinery, also participated in the conference. Representatives from PVS shared valuable insights, experiences, and strategic approaches to protecting this critical national petroleum infrastructure.

In his directive speech at the conference, Lieutenant General Nguyen Dinh Thuan - Director of the Department of Economic Security (A04) - Ministry of Public Security - emphasized the importance of close coordination among the forces of the Ministry of Public Security, the Quang Ngai Provincial Police, BSR, and the PVS security personnel in safeguarding the security and safety of the Dung Quat Refinery. He acknowledged and highly appreciated the effective collaboration between these units and commended BSR for its strong performance in both business operations and refinery security management.
In the future, Lieutenant General Nguyen Dinh Thuan emphasized that ensuring security and safety is a decisive factor for all activities related to key national security projects. Therefore, he urged the forces from the Ministry of Public Security, the Quang Ngai Provincial Police, BSR, and the security personnel to enhance solutions and strengthen effective coordination to ensure the security and safety of the refinery. He also recommended researching and applying digital technology in the protection of oil and gas security, improving the professional skills of security forces, and focusing on training and issuing internal certifications. Moreover, it is essential to review and evaluate security processes, especially for critical departments.
Speaking at the conference, Mr. Nguyen Viet Thang, General Director of BSR, extended his sincere gratitude to the Economic Security Department - Ministry of Public Security for their guidance and support in organizing the event. He emphasized that the conference provided a valuable opportunity for all parties to review the achievements attained thus far and to draw important lessons that will help further improve performance in the future.
The General Director also highlighted that the security landscape remains complex and potentially volatile, with increasing demands for safety and security, particularly in the context of growing urgency around national energy security. This requires BSR to continuously innovate and stay proactive in all circumstances. Mr. Thang affirmed that BSR will continue to uphold its sense of responsibility, strengthen professional capabilities, increase investment in modern equipment, and embrace digital technologies to better meet evolving practical requirements - especially in today’s rapidly changing environment. Security and safety will remain top priorities in all company operations. BSR will also promote the nationwide movement for safeguarding national security, enhance corporate governance, and optimize production and business activities. These efforts aim to build a solid foundation for sustainable development, contribute to national energy security, and support the country’s progress in the new era.

At the conference, the Economic Security Department - Ministry of Public Security presented commendations to BSR teams and individuals who had achieved outstanding performance in both production and business operations, as well as in maintaining security and safety at the Dung Quat Refinery.
As part of the program, the delegation from the Economic Security Department also conducted an on-site inspection of the refinery’s operations. They visited the Central Control Room, where they met with and encouraged BSR employees, offering gifts and words of appreciation. The delegation recognized and highly praised the collective efforts of BSR in ensuring the safe, stable, and efficient operation of the Dung Quat Refinery.
