On May 3, 2025, in Thailand, the Management Board of the Dung Quat Refinery Upgrade and Expansion Project (DQRE) - a branch of Binh Son Refining and Petrochemical Joint Stock Company (BSR) - officially received the adjusted Front - End Engineering Design (FEED) package and the total construction cost estimate for the Dung Quat Refinery Upgrade and Expansion Project. The documents were handed over by contractor Foster Wheeler (Thailand) Limited (a member of the UK - based Wood Group).

The FEED contract came into effect on October 4, 2024. After seven months of dedicated and focused effort, the FEED documentation was officially completed on May 3, 2025. The complete FEED package comprises 207 volumes, which include six main sections: general project information, technical design data, project design procedures and standards, the Basic Engineering Design Package (BEDP), and other related documents.

The Dung Quat Refinery Upgrade and Expansion Project (adjusted project) involves the addition and enhancement of process units, utilities, and offsite facilities to raise the plant’s processing capacity to 171,000 barrels per day. Specifically, the project will introduce six new licensed process units: a Gasoline Hydrotreater (GHDT), a Diesel Hydrotreater (DHDT), an Alkylation Unit, a Hydrogen Generation Unit (HGU), and two Sulfur Recovery Units (SRU3/4). In addition, two new non-licensed units will be added: a Sour Water Stripper Unit (SWS2) and an Amine Regeneration Unit (ARU2).

The process units requiring modification and upgrade include: the Crude Distillation Unit (CDU), Residue Fluid Catalytic Cracking Unit (RFCC), Naphtha Hydrotreating Unit (NHT), Isomerization Unit (ISOM), Continuous Catalytic Reforming Unit (CCR), Propylene Recovery Unit (PRU), Kerosene Treating Unit (KTU), Liquefied Petroleum Gas Treating Unit (LTU), and the Light Cycle Oil Hydrotreater (LCO-HDT).

Auxiliary and offsite facilities will also undergo revamping, including the installation of new components, equipment, or modular units to accommodate the plant’s increased capacity.

Contractor Foster Wheeler (Thailand) Limited has developed a comprehensive design package that complies with all applicable health, safety, and environmental (HSE) regulations. This includes fire and explosion prevention standards, Quantitative Risk Assessment (QRA), and Environmental Impact Assessment (EIA) in accordance with Vietnamese regulations and stringent international technical standards, ensuring the plant operates safely and efficiently.

Speaking at the Handover Ceremony of the FEED Package, BSR Deputy General Director and Head of the DQRE Project Management Board, Mr. Nghiem Duc Duong, stated: "On behalf of the Company’s leadership, I highly appreciate and acknowledge the tireless dedication and hard work of the entire team in achieving the milestone of completing the FEED design within just seven months. This accomplishment was made possible thanks to the close collaboration between the Contractor and the Investor, who worked together as one unified team, overcoming challenges and resolving obstacles throughout the FEED implementation process."

Deputy General Director Nghiem Duc Duong also expressed his gratitude to BSR’s team of engineers and managers, who worked relentlessly - day and night, even through holidays - to coordinate effectively with the contractor and ensure the FEED documentation was completed on schedule.

The on-schedule completion of the FEED package marks a significant milestone for BSR/DQRE, paving the way to achieve key objectives of the Dung Quat Refinery Upgrade and Expansion Project. These objectives include increasing the refinery’s processing capacity from the current 148,000 barrels per day to 171,000 barrels per day; enhancing flexibility in crude oil processing; and producing fuel products such as gasoline and diesel that meet Euro V emission standards.
