In the context of the inevitable trend of energy transition and emission reduction, the Vietnam National Energy Industry Corporation (Petrovietnam) has proactively "activated" the E10 bioethanol supply chain from production and blending to distribution, contributing to ensuring energy security and promoting a green transition.

Proactive perfecting the supply chain

From the beginning of 2025, in addition to production and business targets and tasks, one of the requirements Petrovietnam has set for the Vietnam Refining and Petrochemical Corporation (BSR) and the Vietnam Oil Corporation (PVOIL), two strategic links in the Group's ecosystem, is to complete the supply chain as quickly as possible, thereby accelerating the roadmap for supplying biofuel products to the market.

Accordingly, BSR and PVOIL quickly stepped in to seek raw material supplies, prepare technical infrastructure to serve the storage, blending, and distribution of fuel products to the market, as well as accelerate the restoration of operations at the Central Vietnam Biofuel Plant (BSR-BF).

On August 1, 2025, PVOIL began piloting the sale of E10 gasoline in Hanoi and Hai Phong before rapidly expanding to many provinces and cities nationwide. By the end of 2025, PVOIL will continue to proactively coordinate with scientific and technological units to upgrade facilities and invest in equipment for blending bio-gasoline according to the planned schedule.

On May 15, 2026, PVOIL officially began selling E10 gasoline across its entire network of nearly 1,000 gas stations. Ensuring a stable and consistent supply of biofuel not only significantly contributes to Vietnam's green energy transition but also affirms PVOIL's leading market position in the development of clean and sustainable energy.

The General Director of PVOIL stated that the blending system in all three regions of Vietnam has been largely completed and will reach a total capacity of approximately 4 million /year by the end of 2026, exceeding the current internal business demand. Investing in this excess capacity not only serves PVOIL's growth objectives but also opens up opportunities to provide blending services to other distributors if needed, thereby increasing efficiency.

Under the decisive leadership of Petrovietnam's management, BSR quickly implemented a comprehensive set of solutions to restore BSR-BF's production activities; gradually researching and perfecting solutions to meet the requirements for producing and blending biofuels, including base gasoline for E10 blending.

On January 20, 2026, the plant officially resumed operations, marking a significant turning point after a long period of inactivity. Just two weeks after reopening, the plant produced its first batch of ethanol. The reopening of BSR-BF has helped create jobs and increase the supply of fuel ethanol (E100) to the market. Operating at 100% capacity, the plant will produce approximately 330 m³ of E100 per day, thereby ensuring a sufficient supply of E100 for blending into biofuels, promoting the transition to biofuels, and increasing the supply of petroleum products.

Through the operational results of BSR and PVOIL, Petrovietnam affirms its pioneering role in implementing the E10 biofuel roadmap, contributing to the realization of green growth goals and ensuring energy security. The linkage between production and the market also demonstrates Petrovietnam's thorough and systematic preparation.

It can be seen that, in the overall energy transition strategy, E10 is not just a story for BSR or PVOIL alone, but also a link in the integrated energy ecosystem that Petrovietnam is gradually building, where member units have different but complementary roles.

From research and fuel production (BSR) to blending and distribution (PVOIL), and more broadly, the strategic direction and operational mechanisms of the Group, all create a closed value chain capable of adapting to new energy trends. This is the foundation for Petrovietnam not only to ensure energy security but also to gradually transform itself towards a greener and more sustainable direction.

The development of E10 bioethanol (with a 10% ethanol blend) helps reduce greenhouse gas emissions, diversify fuel sources, and enhance the self-reliance of the national energy system. With the coordinated efforts of all units within Petrovietnam, from production to distribution, E10 is not just a new product, but also contributes to realizing the goals of green growth, a circular economy, and net zero emissions.

Petrovietnam's proactive involvement and early activation of its supply chain have contributed to reshaping consumer perceptions through transparent communication about quality and performance. The support of the Petrovietnam ecosystem helps strengthen market confidence: when supply is guaranteed, quality is controlled, and a unified strategy is in place, consumers have more grounds for choice.

However, for E10 gasoline to truly become a part of daily life, supportive policies are essential. Preferential tax and fee mechanisms, mandatory roadmap regulations, and policies supporting the development of domestic ethanol sources will be decisive factors in expanding the scale and enhancing the competitiveness of biofuels. With a suitable "policy ecosystem," E10 can become the starting point for building a green, self-reliant, and sustainable energy system.
